128MB ram for XP is pretty poor. I personally would not use less than 512MB.
Chances are XP is using 200MB to 300MB ram in just booting up (depending how much clutter you have installed). My old XP setup took about 400MB just in booting up.
XP will use the hard drive as ram which will slow down the thing to a standstill at times.
My girlfriend's laptop has so much chat program clutter on it, it take about 10mins too boot up. Everything loads form the hard drive, can't load it into ram, so saves the data back to the hard drive which takes an age.
Programs will tend to run a lot faster with more ram. 512Mb to 1GB is normally needed. I only use 512MB in my sony laptop.
the hard drive is very slow, so the less XP uses it the better. You should notice a increase in speed. Also defrag the thing! and so disc clean ups and clear out all the clutter you do not need or use.
400mhz cpu suggests a P3 type laptop ? Pretty old now though you should be able to pick some cheap ram for it these days.
If you are looking for a good speed increase than a new faster laptop is the way to go. Though again you will still need 512MB of ram at least..
