Any body who has used a TV tuner is the quality really bad currently i am using this 20 yr old tv anyway so that isnt to big off a wory but i am thinking of buying one of those cheap $20 tv cards

If you have a decent computer you can add pretty much any video capture card, and it should work fine. I recommend something from ATI or Hauppauge ( http://www.hauppauge.com/ )
I do not know your budget, and as such, i can not recommend any particular video capture card.
